US Navy, Electronics Technician, USS Bigelow-DD-942
Mediterranean cruise, specializing in Operational Deception and Communications Security. When in the Southeast of Sicily in 1978, the USS Bigelow was called to the scene of a burning Indian freighter. Sailors, including John, were part of the team who successfully fought the blaze and then stood by until the ship and its crew were out of harm's way. Fire called the Bigelow's firefighting teams into action again in April 1978 when they joined in the battle to put out a serious blaze aboard the USS Concord. The USS Bigelow was the test bed ship for the Phalanx Close-in Weapons System (CWIS). John was instrumental in initial testing and development of the system. In early July, the destroyer headed for home and at year's end, she was in dry dock in Boston for a twenty-one-month overhaul. She is now decommissioned.

John Sims was elected to a 4-year term as the Commissioner of District Seat number 1 for the City of Cooper City during the March 2007 election and is now proudly serving his third term in office against all odds! Commissioner Sims is a US Navy veteran and has attended Miami-Dade Community College, Cornell University School of Industrial and Labor Relations among many other education venues. Commissioner Sims was born in North Miami, has lived in South Florida for sixty years and has called Cooper City his home the past twenty-five years.
Commissioner Sims is a business and technical operations management professional and is also a professional electronics technician and a certified master telecommunications engineer. Commissioner Sims is a solutions-driven management professional with a proven background concurrently managing several large, highly complex projects. Commissioner Sims is experienced at building and maintaining relationships with key executives of global enterprise clients.
A nationally recognized expert with more than 30 years of professional engineering and design experience in radio and telecommunications electronic design and engineering, John specializes in senior operations management roles and in all aspects of corporate technical and operations management. He is a dynamic, highly focused professional with vast experience in management, operations, design and engineering, working with complex, multi-technology systems in rapidly developing diverse environments. A proven leader recognized for complete project management, operational and strategic initiatives, distinctive problem solving, outstanding relationship and team building skills, John is open minded with impeccable business judgment, detail oriented and able to clearly communicate and define mission critical strategic and operational initiatives.
John is also experienced at liaison between management, cross-functional departments and stakeholders in planning project strategies and identifying and resolving complex issues. John's business acumen, technical expertise, proven leadership and outstanding management capabilities have highly contributed to numerous successful national projects and corporations.
An FCC First Class Licensee, since 1976 and presently possessing a General Radiotelephone License with a Ship Radar Endorsement, John has been FCC licensed for over 30 years. In his three decades of engineering, telecommunications and operations management, John has overseen and managed the construction and start-up of the world's largest data and telecom facilities, turned-up elaborate analog and digital radio and telecom data facilities, and has successfully owned and operated stand-alone radio and television stations. Mr. Sims previously managed and directed one of the largest, most advanced and innovative telecom start-up operations in North America.
In addition to commercial radio interests, John has been a licensed Ham Radio Operator since 1978 and holds an Extra Class Amateur license, the most prestigious federal license available, call letters KA4ZAY. He is also a licensed pilot and is well respected in the radio and telecom industry.
John has the ability to provide complete operations and project management and oversight of construction activities of technical facilities, track progress of related projects from inception to completion, and subsequent daily operations, communicate progress of activity and deliver statistical data and reports on a project's progress to both internal and external stakeholders.
Commissioner Sims has a proven ability to identify organizational objectives and transform concepts into realities. In addition to his knowledge of business and management processes, Commissioner Sims also offers extreme proficiency in Business Management, Radio Frequency & Telecommunications, IT-Data Systems, Mechanics, Operations and Project Management, Quality Control and cutting-edge technologies.
Commissioner Sims' skills include business planning, writing business plans, organizing, problem solving, team building, inventing, budgeting and research. The Commissioner also has a thorough knowledge of local government bargaining unit contracts, labor relations requirements and local government operations and personnel rules, policies and procedures.
Commissioner Sims works well with all organizational levels as well as external vendors to develop and manage project schedules, identify risks and clearly communicate them to project directors with the ability to define problem solving and risk mitigation strategies, and facilitate conflict resolution through the full project cycle. Commissioner Sims is someone who can command the intellectual respect of the team while providing a client-focused interface to the rest of the organization.
John is also a continuing student of the law, a member of the Davie/Cooper City Chamber of Commerce, the Cooper City Kiwanis Club, SAFER, Jewish War Veterans Post 177 and he is a current alternate Board Member of the Broward County Metropolitan Planning Organization. He is a past member of the National Association of Telecommunications Engineers, National Association of Business and Educational Radio Engineers, Professional Electronics Technician Association, American Society of Certified Engineering Technicians, Society of Broadcast Engineers, International Association of Photoelectric Photometry, and the Government Supervisors Association.
As a native Miamian and South Floridian, he loves to make and play the steel guitar and lives with his wife Janet in Cooper City, FL.
